COINTELPRO (Counter Intelligence Program) was a covert operation conducted by the Federal Bureau of Investigation (FBI) aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations deemed subversive. The program ran from 1956 until 1971 and targeted a broad range of groups, including civil rights organizations, feminist movements, socialist groups, the Black Panther Party, and various other activist and dissident groups. COINTELPRO represented a significant abuse of power, as it involved the FBI in activities that violated the civil liberties of U.S. citizens.
Objective: The main goal of COINTELPRO was to protect national security by preventing the rise of groups that the FBI considered to be potentially dangerous or subversive. This included efforts to discredit leaders, disrupt organizational activities, sow discord, and undermine public support for these groups.
Methods:
Key Organizations Involved:
Federal Bureau of Investigation (FBI): The FBI, under the direction of J. Edgar Hoover, was responsible for the creation and execution of COINTELPRO. Hoover viewed many civil rights leaders and activists as dangerous radicals and used COINTELPRO to neutralize these perceived threats.
Outcome: COINTELPRO succeeded in significantly disrupting and discrediting many of its targets, but it also led to widespread violations of civil liberties and contributed to an atmosphere of mistrust between the government and activist communities. The program was officially terminated in 1971 after its existence was publicly revealed, leading to substantial public outcry and congressional investigations.
Additional Key Individuals and Organizations Involved:
J. Edgar Hoover: As the longtime Director of the FBI, Hoover was the architect of COINTELPRO. He was deeply concerned about the rise of civil rights movements and other forms of social activism, which he believed threatened the stability of the United States.
Targets of COINTELPRO:
Black Panther Party: One of the primary targets of COINTELPRO, the Black Panther Party was subjected to intense surveillance, infiltration, and disruption. The FBI sought to undermine the organization’s leadership and discredit its activities, often using illegal and unethical tactics.
Martin Luther King Jr.: Dr. King was a major target of COINTELPRO. The FBI attempted to discredit him through surveillance, harassment, and the dissemination of derogatory information, including the infamous attempt to blackmail him into committing suicide by threatening to reveal his private life.
Student Nonviolent Coordinating Committee (SNCC): The SNCC, a prominent civil rights organization, was another key target. The FBI sought to undermine its influence and discredit its leaders, particularly after the organization became more militant in its advocacy for Black Power.
